2010 Cogswell Hall Ribbon Cutting Ceremony

Cleveland, OH – Local, state and federal officials will join board, staff, development partners and residents of “Cogswell Hall” to celebrate the historic & “green” renovation & expansion of Greater Cleveland’s premier housing alternative for extremely low income adults at a Ribbon Cutting Ceremony on Thursday, September 16 at 1:30 p.m. Cogswell Hall is the only affordable housing project in the region that incorporates historic renovation, new construction, and two standards for green buildings.

Mayor Frank Jackson and Councilman Matthew Zone will kick off the ceremony by talking about the impact Cogswell Hall has on the homeless population in Cleveland. “Cogswell Hall is proud to fill a gap in the affordable housing landscape of Greater Cleveland”, says Candi Clouse, President Cogswell Hall Board of Directors, “providing housing for homeless individuals as well as those facing other critical life challenges.”

Cogswell Hall consists of 41 individual rooms located on Franklin Boulevard in Cleveland’s Detroit Shoreway neighborhood. Units are available to single adults under fifty percent (50%) of area median income. Tenants enjoy a secure room with private bath, microwave and refrigerator, as well as the community aspects of Cogswell Hall with shared dining room, living room, library/sunroom, family room, activities room, laundry, exercise area, and lounges. Over 80% of the rooms are leased to people with incomes under 30% of AMI.

Many local organizations, financial institutions and government leaders played a role in developing this project. Partners in the project include: Detroit Shoreway Community Development Organization, Marous Brothers Construction, Dale Serne Architects, Doty and Miller Architects, Korfant & Mazzone Construction, The Abington Foundation, AkzoNobel, City of Cleveland Housing Trust Fund, The Cleveland Foundation, Cogswell Hall Board of Directors, Enterprise Community Partners: Green Communities, The Eva L.& Joseph M. Bruening Foundation, The Federal Home Loan Bank, The Higley Fund, Moen, Ohio Community Development Finance Fun, Ohio Capital Corporation for Housing, The Ohio Department of Development Housing Assistance Program, Ohio Historic Preservation Office and the National Park Service, Ohio Housing Finance Agency, The Sherwick Fund, The Sovereign Order of St. John, Village Capital Corporation, The Woodruff Foundation, and The Women’s Philanthropic Union.

The project was partially financed by equity raised from the Low Income Housing Tax Credit Program. This federal program provides a dollar-for-dollar reduction in income taxes for developers of affordable housing in exchange for providing below-market rents for at least 15 years. The tax credits are then sold to investors, who provide equity to the project.

Founded in 1889, Cogswell Hall located in the Detroit Shoreway neighborhood, provides safe affordable housing and supportive services for adults of limited income facing critical life challenges who would otherwise be homeless.
