Cuyahoga County is facing a $15 million per year imbalance in Health and Human Services spending, starting next year, resulting from severe federal and state cutbacks and lower property tax valuations. Because we have reserves, we do have three to four years to get this back in balance.
Do a Health & Human Services Strategic Plan to identify priorities, eliminate overlaps, and increase efficiency. Some costs can be moved from the levy fund to the general fund, which has more capacity, and we should consider asking for a slight increase in millage to restore lost revenue.
